Before becoming a senior director at the Department of Energy (DOE), Daniel Tobin attended the University of Delaware in Newark, Delaware, where he received a masters degree in energy and environmental policy. While attending the University of Delaware, Daniel Tobin was sent as a delegate NGO (Non-Governmental Organization) member to the Climate Change Conference at the United Nations Framework Convention. While earning his masters degree, Daniel Tobin also worked for a short time as an associate in the Office of Climate Change for the Department of Energy.
The United Nations Framework Convention on Climate Change (UNFCCC) created an international treaty in 1992 regarding the effects of climate change on the global environment and how it could limit the increasing global temperature. The Kyoto Protocol (KP) was developed and adopted in 1997 to help reduce emissions and the convention has met regularly to maintain and continue discussions on protecting the environment.
The 2005 convention held in Montreal, Quebec, Canada, was the first meeting held under the new rules of the Kyoto Protocol. The KP was expanded and enhanced to meet the growing environmental concerns during the 2005 convention.
